Balta Townboard Meeting

May 10, 2021

The 7:30 pm meeting was called to

order by Mayor Jundt. Present at

the meeting were councilmen Hallof,

Rennock and other Balta residents.

The meeting was held in the city

park. Hallof made a motion to ap-

prove the minutes as read. Rennock

seconded the motion. Hallof made a

motion to approve the treasurers re-

port as read. Rennock seconded the

motion.

Old Business: No old business

pending at this time.

New Business: Discussion was held

about where the new playground will

be installed in the park. A site was

decided upon and will be installed in

June. Rennock will be checking into

insurance for the new equipment.

The board approved paying the bills;

Northern Plains $372.02, Circle San-

itation $548.00, and Tribune $27.38.

A Balta resident wanted to know

who is responsible for emptying the

garbage in the park. It was decided

whoever is the care taker of the

park will empty the garbage. Appi-

cations for the beer and liquor

license will be given to the Balta Bar

and Grill owner and the license will

be renowed at the June meeting.

The next townboard meeting will be

June 21, 2021 at 7:30 pm. No other

business before the board Hallof

made a motion to adjourn the meet-

ing. Rennock seconded the motion.

CALL FOR BIDS

PIERCE COUNTY

NOTICE IS HEREBY GIVEN that

the Board of County Commissioners

of Pierce County will receive sealed

bids for the purchase of one (1)

2021 four-wheel drive motor grader,

with front wheel assist at the office

of the County Auditor until 11:45

AM, June 1, 2021.

The proposal must be mailed or oth-

erwise deposited with the County

Auditor and it shall be sealed and

endorsed “Proposal for furnishing

one (1) 2021 or newer motor

grader”.

Each bid shall be accompanied by a

bidder’s bond in the amount of five

percent (5%) of the net sum bid.

Bids must be submitted on the forms

furnished by Pierce County and in

accordance with the specifications

and conditions contained. Copies of

the proposal forms may be obtained

from the Pierce County Auditor/

Treasurers Office.

Pierce County reserves the right to

accept or reject any or all bids in the

best interest of the County and to

waive technicalities or irregularities

not deemed material by the County

Commissioners.

NOTICE OF ANNUAL SCHOOL

ELECTION

Notice is hereby given that on Tues-

day, the 8th day of June 2021, the

annual school election will be held

for the following purposes:

1) Electing one school board

member from Precinct No. 2, for a

three-year term.

Precinct No. 2 includes the following

townships and portions of townships

lying within the boundaries of Rugby

Public School District #5: Dewey,

Walsh, Ness, Jefferson, Sandale, El-

ling, Girard, Hillside, Rosedale, and

Alexanter.

2) Electing one school board

member from Precinct No. 4, for a

three-year term.

Precinct No. 4 includes the City of

Rugby.

3) Determining whether the minutes

of school board proceedings are to

be published in the official newspa-

per for the next two years.

Polls will open at 9:00 AM and will

close at 7:00 PM. With due con-

sideration to convenience and ac-

cessibility, the polling place shall be

the gymnasium lobby of Rugby High

School. Handicapped persons,

without attendants, and who have

special needs regarding “access” for

this election, may call ahead to

776-5201 to make arrangements

necessary for voting at this election.

AT RISK SERVICES

RUGBY PUBLIC SCHOOLS

Rugby Public Schools requests

Statements of Qualifications for

Construction Management at Risk

Services for potential improvements

to existing facilities. This project is

subject to voter approval of a bond

referendum, and no construction

commitments will be made prior to

voter approval. The project scope

has not been finalized but will in-

clude addition and renovation to Ely

Elementary School.

Interested Construction Manage-

ment firms must submit a statement

of qualifications by 12:00 pm on

June 4, 2021, directed to:

Firms selected for an interview shall

be notified by the School District and

informed of a place and time for the

interview. The selection committee

will review the qualifications of each

firm on June 8, 2021 and will setup

interviews on June 9, 2021. The firm

will need to be available onsite or by

video conference for their interview.

The School District will choose the

firm at their regular board meeting

on June 14th at 7:00 am.

Rugby Public School requests the

following material for use in select-

ing the Construction Manager:

1. Procedure:

a. Eight (8) copies of 8 1 /2” x 11″

bound submittals, plus an electronic

submittal to Dawn Hauck, Business

2. Content of Submittal and Selec-

tion Criteria:

a. The company’s experience on

any similar projects.

a.i. Provide up to 5 similar projects.

a.ii. Include schedule, construction

cost, project Owner, and project

reference(s).

b. The company’s existing workload

and available capacity.

b.i. Include current and projected

projects.

c. The company’s key personnel ex-

perience on any similar projects.

c.i. Include brief resumes of per-

sonnel to be assigned to this project.

d. The company’s safety record.

e. The company’s familiarity with the

location of the public improvement.

f. The company’s fees for any ser-

vices including estimating and gui-

dance during the design process pri-

or to the referendum.

g. The company’s compliance with

state and federal law.

h. Any reasonable information the

selection committee deems neces-

sary.

3. All submitting firms shall provide a

statement indicating current in-

surance coverages and bonding

capacity.

4. All submitting firms shall explain

their approach to providing any

self-performance construction work.

Specifically, which trade(s) does the

company propose to provide, and

how will those costs be determined?

5. All submitting firms shall explain

their services related to supporting

the Architect and School District’s

work in facility planning and

pre-referendum services with a

focus on pre-referendum and

pre-construction phase services.

A selection committee consisting of

members of the Rugby Public

Schools Board of Education, Super-

intendent of Schools, Business

Manager, Architect, Engineer, and a

Contractor will short list firms, con-

duct the interview process, and

evaluate submittals, in accordance

with the Century Code of the State

of North Dakota.

Rugby Public Schools reserves the

right to reject any and all proposals

and to waive irregularities and infor-

malities therein and further reserves

the right to award the contract in the

best interests of the School District.
