NOTICE OF CULVERT BIDS

NOTICE IS HEREBY GIVEN that

the Pierce County, North Dakota,

Board of County Commissioners will

receive bids for furnishing metal and

concrete culverts for the year 2021.

Bids will be opened on April 6, 2021

at 10:45 A.M..

Bids shall be for sizes 12 inch

through 96 inch, and must state the

price per lineal foot, together with

gauge and weight per foot. Prices to

be prepaid and delivered to location

in Pierce County as requested, and

in carload or less than carload lots.

Each bid must be in sealed en-

velope, addressed to the County Au-

ditor, 240 SE 2nd St, Suite 6 Rugby,

Rugby Public School District #5,

Board of Education – Policy Com-

mittee, held a meeting Wednesday,

March 3, 2021 at 7:00 AM in Dr.

McNeff’s office at Rugby High

School.

Committee members present were

Kris Blessum, Brenda Heilman, Mike

McNeff, and Dawn Hauck.

The Committee reviewed current

district policies to which NDSBA

recommended changes and re-

viewed recommended Administra-

tive Regulations, Board Regulations,

and Exhibits.

The Committee reviewed NDSBA’s

recommendations for changes and

accepted the changes as recom-

mended.

The adjusted policies will be brought

to the March 9, 2021 board meeting.

The meeting was adjourned at 8:20

AM.

NOTICE

Rugby Public School District #5,

Board of Education, held a regular

board meeting Tuesday, February 9,

2021 at 7:00 AM in the Library at

Rugby High School.

Board members present were Dustin

Hager, Kris Blessum, Carlie John-

son, Shane Livedalen, and Brenda

Heilman was present via Zoom.

Also present were Mike McNeff,

Jared Blikre, Jason Gullickson, and

Dawn Hauck. In addition, the follow-

ing were in attendance: Sue Sitter

from the Pierce County Tribune and

present by Zoom were Alyson

Schepp and Jessica Bosch.

Chairman Hager called the meeting

to order at 7:00 AM.

Motion by Johnson to approve the

agenda. Second by Livedalen. All

voting yes, motion carried.

Mr. Gullickson gave the elementary

report. Included in the report were

the following items: There will be in-

side recess all week due to the ex-

tremely cold temperatures. Parent/

Teacher conferences were held

in-person last week with a 92% at-

tendance rate. The Lego League will

have their competition virtually on

February 28th. The Pierce County

Spelling Bee will be held February

24th for grades 3-6. Little Flower

students will also participate. The

end of the 2nd trimester is February

26th. A kindergarten registration link

is being sent out for next year.

Gearing Up for Kindergarten classes

will be held in the spring for those

students.

Mr. Blikre gave the high school re-

port. Included in the report were the

following items: Teacher evaluations

are being completed. On February

25-26th, students will meet with their

mentors to look at their credits and

what is needed for graduation.

Pre-Registration for next year’s

classes will be March 1-4. Sixth

grade will also have to be included

for registration. This Friday is the

first on-site Friday of the year. The

block schedule will remain as it is

with Friday’s alternating between

periods 1-4 and 5-8. Winter activi-

ties are getting close to tourna-

ments. Speech will participate in its

first meet in Rugby on February

20th. FFA will have their winter CDE

in Rugby on February 27th. The Pi-

erce County Spelling Bee for grades

7-8 will be held on February 24th.

The juniors will take the ACT on

March 2nd which will replace their

state assessment for the year.

Dr. McNeff gave the District report.

Included in the report were the fol-

lowing items: Teachers and ad-

ministration have been working on

grading and reporting updates to

align with the new Empower system.

All policies should be updated soon

to align with NDSBA’s recommend-

ed and required policies. On Janu-

ary 18th, the district had a teacher

professional development day.

Training was provided by Jessica

Minihan regarding behaviors and so-

cial emotional learning while dis-

tance learning. Administrators are

working with PLC teacher groups.

Around 40 staff members have been

getting tested for COVID-19 at the

Monday weekly testing events. CO-

VID-19 vaccinations will begin for

staff members on Wednesday.

Around 75 staff signed up for the

vaccine. The first round should be

completed by next week. Adminis-

tration has given permission to allow

the Senior Banquet to occur on May

5th, which is a dedicated church

night.

Mrs. Hauck reviewed the financial

report. Each fund was reviewed.

There have been many purchases of

personal protection equipment to

help with distancing and sanitizing

due to the COVID-19 pandemic as

well as technology purchases

through the CARES Act grants.

Those funds are received on a reim-

bursement basis, so the expense is

seen before the reimbursement is

obtained. A $5,000 transfer is ex-

pected to be needed to the Food

Service Fund. There is a timing is-

sue due to the food purchase pay-

ment coming out of the account be-

fore the USDA state reimbursement

is received. The business office

staff are working to get the minutes

put neatly in minute books.

Items in the consent agenda were

considered. Motion by Blessum to

approve the Consent Agenda.

Second by Livedalen. Included in

the consent agenda were the Janu-

ary 12, 2021 Board Meeting

Minutes, the January 20, 2021 Spe-

cial Meeting Minutes, the January

Board Bills, the January Board bills

detail, the January Financial Re-

ports, and a letter of resignation for

Adam Chaussee. All voting yes, mo-

tion carried.

The 2021-2022 School Calendar

was discussed. The calendar in-

cludes 170 days of instruction, 10

Professional Development Days,

and 3 legal holidays. Discussion was

held on having late start Wednes-

days or a half day per month for ad-

ditional professional development.

McNeff discussed having collabora-

tion time all at once versus the 50

minutes on Wednesday mornings.

Motion by Livedalen to approve the

2021-2022 calendar with half day

early outs instead of late start

Wednesdays and to move the De-

cember 20-21 holiday break days to

January 3-4. Second by Blessum.

All voting yes, motion carried. Dr.

McNeff will change the calendar as

requested and send it out to every-

one.

Motion by Livedalen to hold the an-

nual school election on June 8th at

Rugby High School with the June

school board meeting being

changed to June 14th to canvas

results. Second by Heilman. All vot-

ing yes, motion carried.

The board discussed current health

protocols for staff and students. Dr.

McNeff recommended to keep the

same requirements for masks. The

C-squad boys basketball team had

to quarantine due to an opposing

team player having COVID-19 when

they played. Mask breaks are given.

If the masks keep kids in school,

maybe it is worth the sacrifice of

continuing to wear them. The item

was tabled until after the Lego

League presentation.

Mrs. Mattson and the Lego League

students provided a presentation

and demonstration of their competi-

tion robots they have programmed.

The students meet every Tuesday to

work on their project. Students in

grades 3 & 4 are able to participate.

There are currently 11 students in

the program. Competition will occur

virtually in February.

Carlie Johnson and Jason Gullick-

son left the meeting at 8:03 AM.

The discussion on masks/face cov-

erings continued. Motion by Bles-

sum to re-evaluate the face covering

issue in March. Second by

Livedalen. All voting yes, motion car-

ried.

Dr. McNeff provided a legislative up-

date. The school funding bill is

currently at 1% increase for FY22

and 1% increase for FY23 to the per

pupil payment. The is a proposed bill

regarding negotiations that would

cause districts to go to impasse if

negotiations are not settled by June

1st unless both parties agree to ex-

tend the negotiation time. If SB 2308

would pass, it would allow the 10

Commandments to be posted in

classrooms and the Pledge of Allegi-

ance.

Dr. McNeff’s spring evaluation will

need to be completed by March 1st

and approved at the March 15th

board meeting.

Blessum, Livedalen, and Hauck

gave an update on the Negotiations

Seminar.

The ND insights Review is a website

that people can see how this district

stacks up to the state or to other dis-

tricts. Test scores and financial data

are able to be seen for all districts in

the state.

The next regular board meeting is

scheduled for March 9, 2021.

Wolford City Council Meeting

The Wolford City Council met on

Wednesday, March 3, 2021 at 7:00

p.m. Present were Mayor Wolf and

Council Members Beck, Slaubaugh

and Walsh. Deb read the February

minutes and Financial Statement.

Both were approved as read after a

motion by Slaubaugh and second by

Beck.

OLD BUSINESS: The Wolford All

School Reunion will be held in town

June 11, 2021. Discussion was held

concerning preparation for the reun-

ion. The Nominate Your Fire Depart-

ment Contest application is due April

30, and the application will be com-

pleted soon.

NEW BUSINESS: Payment of the

monthly bills was approved after a

motion by Slaubaugh and second by

Walsh (Waste Management 597.70;

Pierce County Tribune 19.98).

Walsh motioned to adjourn

w/Slaubaugh seconding. Motion car-

ried.
