The weather has warmed up and the heat is getting turned up a bit as we continue working our way to the end. We have over 300 bills and resolutions to address here in the Senate with less than 40 days to go.

The Appropriations Committee is somewhat in an idle mode waiting for next Wednesday’s revenue forecast, which we believe to be the revenue forecast that the budget will be based on.

Of the 37 original bills assigned to our committee, we have whittled that number down to 24 that need some sort of action. After we take action, and if either chamber makes any changes to a particular bill, the other chamber needs to agree. If they don’t agree, each chamber will have three people sit down in a conference committee to iron out the differences and then both chambers need to hear the changes and vote again. It is quite a process and does raise the transparency level here in the North Dakota Legislature.

This week we have listened to bills raising the penalty for not having workers’ compensation insurance to changing the formula in determining how much life insurance companies need to reserve to pay their claims.

We have a number of bills left, including a bill brought to us by Nodak Mutual that would allow a mutual property and casualty company to become a stock insurance company, and a bill to determine how a cell phone dealer can sell you an insurance policy on your phone without being an agent.
