As day 27 comes and goes, our daily calendar continues to grow. Crossover (the time that all bills are voted on and then sent to the other chamber) is a little more than two weeks away. There are still 145 bills in committee that need to be acted on and 196 bills waiting for action on the Senate floor.

The appropriations committee has, by far, the most bills on which to act with 61. That committee is working its way slowly through all those requests hoping to balance the requests with the revenue that we are projecting.

The House Committee is hearing what has been commonly known as the “surge funding” bill today. It provides $1.3 billion for a variety of political subdivisions in western North Dakota. The west has seen a considerable amount of infrastructure stress the last few years and the idea here is to get that money out as quickly as possible to get some of those construction bids early. The bill also has $140 million for non-oil producing counties. That money also could be used to get projects done out where we live and take advantage of some of the discounts made available during an early bid. With the revenue reduction I am concerned that the revenue for both oil and non-oil counties will also get strung out so as not to take advantage of the early bidding.
