HACTC nets over $13K loss in June

June was the third month of losses so far this year for the Heart of America Correctional & Treatment Center.

HACTC Administrator Mike Graner informed the Pierce County Board of County Commissioners during their regular meeting Tuesday morning at the Pierce County Courthouse that the facility incurred a $13,208.22 loss in June.

While the facility received $228,570.19 in revenues, in June the facility had $241,778.41 in expenses. With the loss in June, the year to date is at a deficit of $11,427.85.

“July should be more normal,” Graner said.

The facility currently houses 106 inmates. The average daily population in July was 99 inmates, and 100 inmates in June.

The facility started 2018 with a $22,936.64 profit in January, and made profits of $3,884.72 in March and $1,532 in May. The facility also incurred losses of $19,976.59 in February and $3,544 in April.

Graner informed the board that HACTC was found to be in full compliance after a Prison Rape Elimination Act audit was done at the facility, and the facility is awaiting the final report from the Department of Corrections & Rehabilitation’s annual jail inspection. Graner also informed the board the parking lot will require a chip seal in summer 2019, and that he is awaiting bids to repair a pothole near the kitchen’s sally-port.

Other actions

– The board appointed Todd Lysne to the county weed board.

– The board approved a mutual aid agreement with Rolette County.

– The board approved abatement applications for Dennis Marthe, Joe Seil and Jeff & Jennifer Stewart.

– The board approved transfers of $100,000 from the Highway Distribution fund to the Road & Bridge fund; and from the 2017 Disaster fund $1,628.18 to Truman Township, $1,416.71 to Juniata Township, $596.70 to Wolford and $5,778.71 to Hurricane Lake Township for road repair.

– The board approved July meeting minutes, bills and financial statements, HACTC bills and financials, and treasurer’s checks.
