Rugby Housing: A multi-part study (part five)

Note: The following Part 5, is a continuation of the review of the Comprehensive Housing Survey started by the Tribune in March. This is a part of the housing study that has been produced for the Job Development Board from ESRI, a private data reporting service through Community Partner Research produced in December, 2017 for the JDA.

As part of the Rugby Housing Study, financial help and rehabilitation services for homes have been identified, and are addressed in this week’s Part 5. The Study identified the resources and the Tribune has detailed them for your convenience in finding available services for homeowners.

The Souris Basin Planning Council began its Housing Rehabilitation Program in 2016 to assist owner-occupants of single-family homes with repairs and rehabilitation for Pierce County. The goal of this program is to improve the standards of homes for safety, health and quality of life. Only residents of Pierce County are eligible for this program.

  • SBPC received $70,000 from USDA-Rural Development in 2016 to assist four homeowners with rehabilitation. USDA-RD awarded SBPC another $116,666 in 2017 to continue its efforts for seven more households. In 2018 a new award is yet to be determined, but should cover a minimum of seven more households, if the need exists.

Eligible activities include but are not limited to: Improved weatherization, repair or replace roof, new windows, doors, siding, gutters, insulation and some appliances including furnaces, plumbing repair, electrical, and to create or improve handicap accessibility.

Eligibility for the SBPC program includes: Only owner occupied housing, applicants must have resided in the home for a minimum of one year prior to application, households must be classified as low or very low income. This program will give priority to low income, seniors over age 62, very low income housing as defined by 51 to 80 percent of the area median income. Applications will be accepted from any homeowner living in Pierce County. Homeowner must be current with mortgage payments. Applicants must own the property on which their home is located.

If the applicant meets the income requirements and is eligible for assistance, SBPC staff will request additional supporting documentation. Additional documents requested may include but are not limited to: financial information, proof of ownership, medical records, personal identification, and mortgage statements. Only those applications that are complete, meet the full requirements, and are determined to be eligible for funding will be presented to the Selection Committee.

  • Each home being considered for rehabilitation will undergo an inspection. The inspection will show possible health and safety hazards within the home. This initial inspection of the home will provide a checklist of needs within the household. The Selection Committee will use this inspection to determine how much and what needs are a priority with the homeowner.
