JDA speaks with developer on Chalmers

After speaking with a developer during its regular meeting Wednesday, the Rugby Job Development Authority board voted to approve forming a subcommittee to research what participation capabilities the JDA has with a developer for building on Chalmer’s First Addition lots.

Chaired by Tanner Johnson, the subcommittee includes Nathan Kunde, Pete Burgard, Daunne Heilman and Heart of America Medical Center representative Jodi Schaan as members.

The board met via phone with Terry Kurowski of TAK Companies, LLC, who had been in prior discussions with former Executive Director Joseph T. Pelt.

Kunde asked what the JDA could do to incentivize Kurowski to come with subcontractors to build homes in Chalmers, or what he would need from the JDA. Kurowski said he would need to know what kind of housing would be needed and he would also need a “full-blown” survey of lot sizes and information on how high the water table is for some lots.

Schaan questioned whether local contractors would be brought in. Kurowski said there were a “handful” he’d like to bring up from the western part of the state, but the JDA should also point to contractors in the area willing to provide hard contracts.

Kunde questioned whether the JDA would want to be property managers or rather be “back-end” partners.

Other actions

– The board discussed updates for the student loan repayment assistance program. So far the JDA has received three applicants.

– The board discussed efforts to recruit a new executive director and advertise Chalmers lots.

– The board discussed a housing conference and possible redevelopment sites in Rugby.

– The board approved the treasurer’s report and January meeting minutes.
