Basic Services on Rise Oct. 1
Basic services costs have risen slightly by a newly-passed resolution by the Rugby City Council. The increases will take place on Oct. 1 and will be on your bill(s) for the following services: water treatment and supply, sanitary sewer, infrastructure maintenance, storm water (formerly known as flood control), and landfill surcharges.
The base rate for water treatment and supply will rise to $16 from $12 previously. This includes the first 1,000 gallons of water. Each additional 1,000 gallons of water will be billed at a cost of $4 and that has not changed.
The base rate for sanitary sewer will rise to $9 from $6 previously. This includes the first 10,000 gallons of water usage. Each additional 10,000 gallons will be billed at $1.75 and that has not changed.
The City has approved a surcharge of $3 a month on your utility bill that will be labeled Storm Water. The old charge was .25 cents that was reflected on your bill as Flood Control. All monies collected under this fee will be put in a dedicated account identified as Storm Water Fund and will be used specifically for Storm Water projects, infrastructure, maintenance and diversion.
The landfill surcharge will rise from .40 cents to .50 cents and the surcharge for Infrastructure repair and Maintenance will rise from $3.75 per month to $4 on your bill.
When asked why these cost increases were necessary, City Auditor Elizabeth Heisey said, “The increases are solely to cover cost, sustain infrastructure and increase capacity.” She concluded, “With increased capacity the water department will be able to serve a greater area that will allow the city to moderate fees in the future.”
