Building committee prioritizes projects
The City of Rugby’s Building, Property and Construction Committee met Wednesday to discuss and prioritize storm drain projects.
Chairman Neil Lotvedt (Ward 1) was joined by committee members Gary Kraft (Ward 2), Jim Hoffert (Ward 3), Mayor Arland Geiszler, Public Works Supervisor Rick Larson and Wade Senger of Interstate Engineering.
The committee said the storm drain project at 1st Street and 2nd Avenue NE is the priority in 2015, though completing the 15th Street project also is a goal.
The committee discussed options of changing the elevation of the avenue so the storm water flowing north from the other three directions doesn’t continue to flood Jackie Albrecht’s property. Albrecht’s property east of the avenue is lower than the property west of the avenue. The elevator is south of the intersection.
Senger will get the city an estimate for the project, which the mayor stated he would like completed by harvest. The council members were asked to contact the county commission, which Larson serves on, about the project because 1st Street serves as a farm-to-market road.
15th Street project
The committee agreed that the watershed where the Hub formerly stood must be drained to the west side of the city. Geiszler said he discussed the issue with the new property owners where the Hub was and “they’re willing to work with the city to make sure the drainage is correct.”
Senger said the most cost effective option is an open trench. At least one property owner will be contacted with a request to possibly sell land for the westward movement of the storm water. Interstate Engineering will conduct topographical surveys to provide the city with options for the project with hopes of opening bids in March or April.
Senger suggested the city look into adding a storm water ordinance to avoid future problems where post-construction runoff exceeds pre-construction runoff.
Brief discussion also was held on extending Country Road to the south.
