“Why not go out on a limb? Isn’t that where the fruit is?” Frank Scully put this phrase out there and it seems so fitting for the community of Rugby as we look to expand our housing market and our business community.

Community development and economic development in rural areas such as Rugby and Pierce County go hand in hand. Pierce County is working on updating their hazard mitigation plan. The planning process is as important as the plan itself! It creates a framework for risk-based decision making to reduce damages to lives, property, and the economy from future disasters. Hazard mitigation is sustained action taken to reduce or eliminate long-term risk to people and their property. The process has brought the county and city together concerning their current infrastructure and what kind of processes they have in place now and how they can make those processes better, if there were to be a disaster in our county.

The City of Rugby will be starting the process of developing a Comprehensive Land Use Plan, which will guide the physical development of Rugby and coordinate the related infrastructure investments. The ultimate goal is to protect the current and future investment of Rugby and its citizens and to improve the quality of life within the community. The Comprehensive Land Use plan will identify the existing land use pattern, constraints on development, opportunities to explore, address community needs and review the community values and preferences of the community. With the Comprehensive Land Use plan and the Pierce County Mitigation plan our community and county will have the capacity to grow in the future.

Civic communities like Rugby are best seen as problem solving places in which residents come together in formal and informal groups to address common social and economic problems.

Community sustainability is the ability of a community to utilize its resources to ensure that all present and future members can attain a high degree of health and well being, economic security, and a say in shaping their future while maintaining their integrity. As a resident of Pierce County and the City of Rugby, get involved by attending city and county meetings. Ask questions and be ready to provide solutions concerning the quality of life in our community with thoughtful, careful and responsible actions.

The City of Rugby and Pierce County are at a crossroads and we are “Centered for Growth”. We have a community that people see as a great place to live, work and play, so let’s work together to grow our community in this economy. We have it all and we can have a lot more-a great business climate, a full-service medical facility, a progressive business community, a wonderful public school system and a network of organizations that are passionate about making our community a great place to live. The Rugby JDA, Chamber of Commerce, and the Convention & Visitors Bureau work collectively to establish a positive marketing identity of Rugby in the minds of residents, the business community, and potential investors. That is as important as creating affordable housing or financing new retail space to grow our community.

Community leaders, business leaders, civic leaders, and others need to be enlisted in the process of promoting a positive image of OUR community.
