BIA contract with HACTC increasing

Rugby’s Heart of America Correctional and Treatment Center (HACTC) recently modified its contract with the Bureau of Indian Affairs to increase the number of inmates from the Standing Rock reservation to be boarded at the facility, when space is available.

Under the new terms, the center will now take up to 60 inmates on the jail side, plus five in the drug treatment side, when beds are available. The initial contract was to house up to 37, according to Elaine Little, HACTC administrator.

Last week, about a dozen additional inmates from the reservation were processed.

Little said since the contract went into effect last fall, it’s been a positive situation. “The inmates have said they have been treated well..treated with respect,’ she said. “That’s been one of our goals ever since we opened the facility.”
