High risk sex offender living in Pierce Co.
Pursuant to N.D.C.C. Section 12. 1-32-15, the North Dakota Attorney General’s Risk Level Committee assigns risk levels for all individuals convicted of sex offenses.
The risk levels are classified as high, moderate and low. These levels represent an individual’s potential to re-offend. If an individual is classified as high risk, law enforcement must notify the public if this individual moves into their jurisdiction.
Pursuant to this duty, the Pierce County Sheriff’s Department advises that Joseph L. Charboneau, 25, was released from custody on Dec. 1 at the Ramsey County Law Enforcement Center. Charboneau lists his current address as 131 1st. N.E., Rugby.
On Aug. 11, 2004, Charboneau was convicted in Ramsey County District Court of gross sexual imposition, a Class A felony, to wit: Sexual act with a female under the age of 15. He was also convicted of attempted sexual assault on Aug. 27, 2001, in Ramsey Co. juvenile court.
