The JDA will lease the nearly three-year-old facility to the county for a period of 20 years. An advisory board will oversee the operation. The monthly loan payments are estimated to be $13,000, says Brenda Dissette, city economic development director.

As part of the change, the facility has a new name – Heart of America Correctional and Treatment Center.
