City approves water meter policy

After adjustments, the Rugby City Council approved a policy regarding water meter purchase and replacement during a regular meeting Monday evening.

The policy draft states that Rugby residents are allowed to purchase one meter from the city at minimal cost and be billed for it. However City Attorney Bill Hartl questioned verbiage in the sentence that followed: "Upon the need for a second meter, for the same resident and address, the city will require payment in full prior to installation, of the meter at minimal cost. This to be prepaid in full, at City Hall." [sic]

Hartl questioned whether the second meter would be considered a "first replacement."

"Shouldn't we tailor the language?" Hartl asked.

Verbiage replacement ideas followed, including "Upon need for replacement."

The policy states that additional meters (a 3rd or more) would be at retail cost and the residents requesting them would have to pay prior to the meters being installed. The city would also have the right to charge fees for installing the "3rd meter or consecutive," which would be have to be paid prior to the meter being installed.

Other actions

- The council approved an agreement that would allow the N.D. Department of Transportation to enter and do work on the service road near First International Bank & Trust in Rugby. Ward 2 Councilman Gary Kraft motioned to go into the agreement pending verification that the city would have no financial responsibility for the project other than service road maintenance.

- The council approved bids for rental of a parcel of ag land the city owns. Joe Bohl was the sole bidder.

- The council approved January meeting minutes, bills and financial statements, the Municipal Judge's report, Job Development Authority minutes and financial statements, and the 2017 annual audit.
