Rugby’s Niewoehner honored by SBPC

Former Rugby Mayor Dale Niewoehner recently received the Basil O'Connell Community Leadership Award by the Souris Basin Planning Council. Each year SBPC honors an individual whose leadership efforts and devotion have enhanced and positively impacted their community. Individuals nominated are considered because of years of service, number of organzations served, projects completed, and have exhibited leadership qualities that exemplify and surpassed standards of excellence.

The award is named for Basil O'Connell was a Soil Conservation District representative from the Lansford area. He was one of the individuals instrumental in forming the Planning Council. He was elected the first Chairman of the Planning Council. The Souris Basin Planning Council is a regional council of governments organized in 1972 to address the development needs in the counties of North Dakota Planning Region II. These counties are Bottineau, Burke, McHenry, Mountrail, Pierce, Renville and Ward.

Niewoehner has served on several community boards and organizations including: Jaycees, Lions Club, park bard, city council, ND Funeral Directors Association, Bethany Lutheran Church board, and as Rugby Mayor for eight years.

He was responsible for Rugby gaining designation as a Tree City USA and organizes the annual Arbor Day celebration. He has also been an advocate for Amtrak service for the region for over 25 years.
